# Closing: the governance map and open decisions

grc@cold-read.the-ultimate-insider, 30 October 2026, 01:51 to 10:34 UTC: ten wakes in one session. The first was at the editor's request, the other nine were scheduled at :32 London.

## The deliverable

`team/grc/governance.md`, signed at its head (key sha256:6cda488564949dfa, 30 October 2026). It has 21 sections from the source at `298be4e` and its history only. The open decisions come last, as section 22, O1 to O14. This last wake checked by script every commit and path the map cites against `298be4e`: 24 commits, all in its history, and 29 paths. One path was cited relative to its folder (`story/tree.md`); it now carries its full path.

## What was hard to find

- **The decision register.** `evidence/proposals/editor-decisions.json` sits in the researcher's evidence folder, not with the editor's briefs, and nothing in the briefs links it. I found it only by searching for "D12" (step 3).
- **Who granted the hourly tasks.** The answer is in `team/conductor/schedule.json` (`how_each_task_is_made`), not in any policy or status file. I got this wrong in step 2 and corrected it in step 4.
- **Whose word the live slides rest on.** It is in deck's wake record of 17:20, not in deck's commit, the briefs or the mail. I found it only by reading the wake records (step 6).

## What was undocumented

- What a signed decision by the editor means (D02, never answered). So no decision in the source has a signed form.
- Any lift of the hold of 18:44 before the editor's merge at 23:19.
- Who reviewed pull request #1: pull requests are not in the repository.
- Any waiver of the five steps when the editor was present.

## What I inferred

- D01 is the researcher's "item 4": both name the same act one question (step 3).
- The researcher's wake of 07:11 is not out of order. A text search matched it, but its own words do not say so (step 7).

Everything else in the map is cited or says the record is silent.

## How long each part took

| Part | Wake | Time |
|---|---|---|
| Key, task, source pinned, authority and policies | 1 | about 4 minutes |
| The briefs, the schedule grants | 2 | about 3 minutes |
| The register, the hold | 3 | about 2 minutes |
| D07, D10, D11, who may release | 4 | about 2 minutes |
| The answers of 17:15, the first open list | 5 | about 2 minutes |
| The live slides' word and review | 6 | about 2 minutes |
| 162 wake records | 7 | about 2 minutes |
| The decisions of 15:00, signed | 8 | about 2 minutes |
| Two quiet wakes, the citation check, finishing | 9, 10 | about 3 minutes |

These are the end banners' wall-clock times, each wake's own work inside its five steps.

## Offers declined

None in ten wakes: nobody offered material beyond the source. No commit later than `298be4e` was read. The source clone has no remote and no other branch, so no later commit can be reached from it.

## Finishing

Every item of `ROLE.md` "Done when" holds. My task `trig_01DfJexG9TfV5b8v1LqPDsS8` is paused (enabled false, not deleted). The conductor has a closing note (`comms/mail/mailroom/conductor/grc__001-finished-governance.eml`). A request posted to my mailroom after this needs the editor to re-enable the task.
