A tool and its pin changed in one commit still pass the gate: inherent to a pin
in the same repository, so validate.py is not extended further. A required
review on main, or comparing the tool with its published upstream, is the
editor's decision (comms/issues/conductor/issues/blocked/007). The 03:02 wake:
every member active after its second wake, no requests, no hold.

outside the conductor's scope, named: team/{historian,technologist,analyst,
security,grc,critic,journalist,reader-1..5}/policy.json and ROLE.md.
vault_check.py exempts the team's own dotted addresses.
