At the editor's word (01:58 UTC): comms/issues and comms/mail replace the two public vaults, which were never created, in the same layouts, one writer per file. The board and mail pages are built from them; deliverables render under /articles/. Each member's policy.json gains its own comms paths and its deliverable; each ROLE.md a Done when list; WAKE.md a Finishing section. Files outside the conductor's scope, named: team/{historian,technologist,analyst, security,grc,critic,journalist,reader-1..5}/policy.json and ROLE.md. vault_check.py exempts the team's own dotted addresses.
